Free training on Quality Management Principles and Process Approach to System Management

I am planning to organize a training programme on:

a)Quality Management Principles - ISO 9001 standard is based on seven Quality Management Principles. To lead and operate an organization successfully, it is necessary to manage it in a systematic and visible manner. These principles have been developed for use by top management in order to lead the organization toward improved performance. These quality management principles are listed below -
Customer Focus; Leadership; Involvement of People; Process Approach; System Approach to Management; Continual Improvement; Factual Approach to Decision Making; Mutually Beneficial Suppliers Relationships.

b)Process Approach to System Management - A desired result is achieved more efficiently when activities and related resources are managed as a process. For an organization to function effectively and efficiently, it has to identify and manage numerous linked activities. An activity using resources, and managed in order to enable the transformation of inputs into outputs, is considered as a process. Often the output from one process directly forms the input to the next. The application of a system of processes within an organization, together with the identification and interactions and managing of these processes is referred to as the “process approach”. An advantage of the process approach is the ongoing control that it provides over the linkage between the individual processes within the system of processes, as well as their combination and interaction.

This training will be most useful for those young residents of Pragati Apartments, who are doing MBA, MCA, Engineering, any Post Graduate Course; and of course for anyone who wants to learn about System Management.

Those interested can contact me on 9810073862 or e-mail me on mailparwa@gmail.com or meet me in person at Flat No. 315 (S C Gupta). Once some participants are identified, we can work on logistics.

Grievances of Group ‘C’ residents

Residents of Group ‘C’ flats have always felt some step-motherly treatment from PARWA EC. They have many grievances but these are not addressed and solved in a pro-active manner. New EC should consider these grievances and take appropriate actions. Some of the grievances are:

  1. Work on allotment of a parking slot for each flat in Group ‘C’ should be completed urgently.
  2. Scheme of allotment of second slot for second car on payment basis should not be made applicable to Group ‘C’. There is enough space in Group ‘C’ for parking of second car owned by residents of Group ‘C’ flats and there is no need of allotment of additional slot for second car by charging monry for that.
  3. Cars owned by residents of Group ‘A’ and Group ‘B’ flats should not be parked in Group ‘C’ space.
  4. Parking space problem in Group ‘A’ and Group ‘B’ should be solved by using space available there and outside main gate on covered drain. This problem should not be exported to Group ‘C’.
  5. Fountain in the Group ‘C’ park should be immediately repaired and put in operation.
  6. Boundary wall towards Paschim Puri side should be raised with barbed wire put on the top.
  7. One security guard should be put on duty in the night exclusively for Group ‘C’.
  8. Side gate near Gate No. 2 should be opened between 6 to 8 PM.
  9. Some permanent solution should be found to stop over flowing of water from drain running by the side of Yoga Park.
  10. Caretaker / Manager of Community hall should be approached for ensuring that volume during functions is kept low.
  11. The issue of burning bio-medical waste in the back yard of ESI dispensary should be taken up with concerned authorities. It is a serious health hazard for resident living in group ‘C’ flats.

Thanks outgoing EC, Welcome new EC

Outgoing EC has done a good job by providing a booklet containing latest telephone numbers of all residents and PARWA Bye-Laws. Thanks for all that outgoing EC did for residents of Pragati Apartments.

New EC will shortly take over. Positions of some block representatives are still vacant. If new EC is going to nominate these representatives then I will like to put up a note of caution. Do not nominate people convenient to you and your group. Nominate people who can make a positive contribution and act as true representative of the residents of their respective blocks.

A representative of tenants has also to be nominated. Similar caution as for block representatives. Form the new directory, I find that there are 41 tenants. This is a big number. EC should organize a meeting of all these tenants and find out their choice and nominate their choice as their representative. Such a tenant can make a positive contribution and act as true representative of the tenants.

New EC should declare the coming year as YEAR OF TRANSPARENCY IN WORKING. Information should be freely and widely disseminated.

EC should identify its focus areas, priotize them, and make action plan for each focus area with details of resources needed, monitoring mechanism and clearly defining responsibilities and target dates.

EC should prepare a feedback form which should be filled up by each PARWA member. This form should ask for feedback on various issues being taken up by EC and which should be taken up by EC, on services prvided by various vendors authorized by EC, and the perception of residents about the quality of service being provided by EC on continuous basis.

A "GOOD NEIGHBOUR" contest should be organized by PARWA EC.

A "CHILDRENS' MARCH" should be organized to focus attention on issues like "SAVE WATER & POWER", "CLEANLINESS", and "PRESERVATION OF PARKS".

Confinement within self made barriers

I do not want to be uncharitable but minutes recorded by Shri A N Malik, General Secretary PARWA, do not correctly and completely represent the proceedings during the meetings of General Body and Executive Committee of PARWA. On February 27 and March 14, 2010, I wrote two posts about recording of minutes of Security Sub-committee meeting followed by PARWA EC meeting. Now I have received the minutes of Annual GB meeting held on May 16, 2010. It seems that Shri Malik has developed a habit of recording the minutes the way it suits him and President PARWA. Only General Secretary and President PARWA are aware of these mintes. Other members of EC are kept out of the loop. They also come to know about the minutes when these are circulated to all PARWA members.

Minutes of the AGBM are short of accuracy. All discussions have not been recorded. Only one side of the discussion has been recorded. On PARWA BLOG, my views have not been recorded. President himself has introced an item for discussion - payment of minimum wages to PARWA employees. Lot of discussion took place on this item, but there is no mention of it in the minutes. These are only examples to prove my point. There are many other such examples.

Over the years PARWA EC has created many barriers and majority of EC members find it convenient to work within these barriers. This perhaps suits them and the groups they represent. I wonder when PARWA EC will work as a TEAM - Together Everybody Achieves More.

Shri Malik has been elected General Secretary of PARWA for another year. If these self made barriers are not demolished then PARWA members will be seeing such tailor made minutes for another year. Mr R K Chadha, the new President, will have to initiate some confidence building measures (CBM). Conducting meetings and recording discussions & decisions in a transparent and accurate manner is one such CBM. I may seem uncharitable, but Mr President, your General Secretary needs some disciplining.

PARWA ELECTION - VOTE FOR CHANGE

MY ELECTION MANIFESTO

PUBLIC DECLARATION OF MY INTENT

I BELIEVE IN CHANGE

CHNGE IS THE LAW OF NATURE

PARWA NEEDS A CHANGE

VOTE FOR CHANGE

CHANGE FOR BETTER

LET US MAKE PARWA – FIRST ISO 9001 RWA

VOTE S C GUPTA FOR PRESIDENT PARWA

23.05.2010 Sunday 9 AM – 1 PM PARWA Office

I am a man of management systems. I will put appropriate management systems in place to solve various problems in Pragati Apartments. I will organize training programmes for members of PARWA EC and other residents to effectively and efficiently implement these systems.

I believe that residents’ representatives are the trustees and not masters.

I am a firm believer in transparency in working. I will declare the coming year as - YEAR OF TRANSPARENT WORKING and work to achieve it.

I will put a brake to EC members using PARWA employees for personal work.

PARWA employees are part of PARWA Team. Their welfare should also be one of the top priorities of PARWA.

I will work to make PARWA EC a team. Groupism has no place in PARWA. Teams are needed to achieve aims and objectives of PARWA. Groups work to serve only vested personal interests. PARWA should work as a team and not as a combination of various groups engaged in serving personal interests.

I have declared my intent. Now, my dear residents, it is your turn.

VOTE FOR ME

PARWA needs a Code of Conduct for GBM

Today Parwa had its annual General Body Meeting (GBM). The scheduled time was 10 AM. Like previous years, at 10 AM four EC office bearers were present. From GB, I was present. See first two photos. The meeting was adjourned till 1030 AM.

At 1030 AM, four GB members have arrived. Meeting was started. See third photo.

Rest of the photos were taken in the middle of the meeting.

First two-three agenda items went on smoothly. I was quite impressed. Then members started making observations and asking clarifications. After some time, EC went on defensive. Meeting started hotting up. Then it became fee for all.

President introduced an unlisted agenda item on paying minimum wages to PARWA employees. At the end of discussion, President asked me to calrify the points raised by some members. I started clarifying and they started interrupting me. It was not pleasant to witness such indiscipline. PARWA sure needs a code of conduct for GBM.

If my nomination as President is approved then as part of ISO 9001 documentation I will have to prepare a procedure for conducting GBM, which will have do's and dont's for EC and GB members.

For details of discussions and decisions, wait for Secretary to release the minutes.

Election or Manipulation?

Some residents of Pragati Apartments have a view that new PARWA EC should be installed in office without resorting to election, meaning that there should no voting. All EC office bearers should be elected unopposed. Their argument is that voting creates ill will amongst contestants. I respect their views, but I do not agree with them.

Ideally their views may be correct but the means being adopted to achieve the end are not correct. These residents want to avoid the ill will between contestants but they themselves are injecting ill will between contestants. Election process announced by the Chief Election Officer ensures the participation of all PARWA members in the election process, but the strategy adopted by these few residents has limited this participation to very few residents. Only this point is sufficient to make their startegy unconstitutional.

Another point is that these few residents are not realizing that in the guise of creating unity they are creating new groups in PARWA membership. They called a meeting in which only few residents were invited. In this meeting they decided the new PARWA EC. The people chosen by them were asked to file nominations. Some people filed nomination for more than one post as a stretegy to counter any opposition. First list is out. Now these people have decided who will withdraw from which post so that their pre-decided EC is installed in the office.

PARWA is having an election but these residents have changed it in to manipulation. They have almost succeeded except on the post of President. I have refused to withdraw.

Now is the test of their real intentions. If they are sincere about 'no voting' principle then they should prove their sincerity. If their choice candidate does not withdraw then there will be election for the post of President. They may win. It may satisfy their ego because to win is very important for them. But their win will be achieved by unethical means. Their act has already created ill will. They are beset with ill will towards me. They are spreading this ill will towards me.

As far as I am concerned I have no ill will for any one. I have no time for these things. I want to give new direction to PARWA EC. If residents approve my nomination then I will do my job with sincerity. I have already dclared my intent and also methodology. Every thing is transparent. If my nomination is not approved then I will have satisfaction that I tried.

I have strtched out my hand. I invite all to come and hold my hand with confidence.

Enhancing satisfaction of PARWA Customers

A systematically managed organization is a customer focussed organization. PARWA should be developed into such a systematically managed organization. Basically PARWA is a residents welfare association. Residents of Pragati Apartments are PARWA customers. Every activity of PARWA should be focussed on its customers meaning residents of Pragati Apartments.

Residents of Pragati Apartments are in the process of electing its representative body, PARWA. As I have said earlier, this election should be used as a change agent. This should be a vote for change, and the change should be for better.

First change - PARWA should work as a team and not as a mixture of groups having different loyalties.
Second change - Every activity of PARWA should be focussed on its customers, the residents.
Third change - A documented system of obtaining feedback from residents should be introduced. This feedback should be analyzed to determine focus areas.
Fourth change - Awareness training programmes should be organized for PARWA employees about their duties and responsibilities.
Fifth change - An effective and efficient communication system should be designed and put in place to avoid any misunderstanding between various stakeholders.
Sixth change - The most important change. The working of PARWA should be 100% transparent. All information should be appropriately disseminated. Residents should be encouraged to access information on a regular basis.

These are some changes which should be immediately introduced in PARWA working. If PARWA members approve my nomination then these will be my first priority.

Dear residents, let us join hands

My election manifesto - public declaration of intent

On April 28, 2010, I posted - Publish your Election Manifesto. My post was expecially addressed to those residents who have decided to file nomination for representing residents in PARWA EC. Today I have filed my own nomination to represent residents in the capacity as President in PARWA EC.

It is said that Charity begins at Home. So, my dear residents, here is my Election Manifesto - Public Declaration Of My Intent :

a) Why do I want to contest?
During my brief stint in PARWA EC, I came across many situations which forced me to think that, somewhere and at some time, in its journey PARWA has distracted from its chosen and mandated path. Long stints by some residents has resulted in formation of groups which most of the time fight amongst themselves to serve their vested personal interests rather than pro-actively working for collective welfare of residents. I am of firm belief that necessary corrections and corrective actions are needed to put PARWA back on its chosen and mandated path. I have been writing about it on this blog. As I did not get any positive response from PARWA EC, I decided to file my nomination for President of PARWA.

b) What are my long-term and short-term programmes relating to welfare of the residents of Pragati Apartments?
I am a man of management systems. I will immediately put appropriate management systems in place to solve many urgent problems in Pragati Apartments. I will organize training programmes for members of PARWA EC and other residents to effectively and efficiently implement these systems. On long term strategy, I aim to make PARWA the first ISO 9001 certified Residents Welfare Association in India.

c) Have I ever served in PARWA EC? If yes, then what have been my achievements?
I have been in PARWA EC as Block Representative for few months. I proposed many systems and procedures which could not be installed and implemented due to resistance from other PARWA EC members. After few months I resigned.

d) If I am elected, then will I work as representative/trustee of the residents or as malik/sarkar of Pragati Apartments?
If residents approve my nomination then I will work as representative/trustee of the residents.

e) Do I believe in transparency in working? If yes, then how do I propose to bring transparency in the working of PARWA EC?
I am a firm believer in transparency in working. One of my present engagements is as an Activist under Right to Information Act. I have passed a Certificate course in RTI organised by Deptt of Personnel & Training, Govt of India. I have a blog INFOPOWER exclusively addressing Right to Information. RTI is all about transparency in working. This blog (PARWA BLOG) is an initiative to bring transparency in PARWA working. I aim to declare the coming year as - YEAR OF TRANSPARENT WORKING.

f) What is my opinion on using PARWA employees for personal work?
PARWA Employees should never be used for personal work.

g) Will I work to ensure that PARWA employees are paid minimum wages and other facilities as per the law of the land? If yes, then how do I propose to go about it?
Yes. PARWA is a responsible welfare association of residents. It has an obligation to work for the welfare of its employees. This can be achieved with full cooperation of residents, and I am sure that they concerned about the welfare of PARWA employees.

h) Do I believe that PARWA EC should work as a team? If yes then how will I ensure to instill team spirit in PARWA EC members?
Yes. I believe PARWA EC should work as a team. Instilling the spirit of team work is an important element of ISO 9001 which I aim to design and implement in PARWA.

i) Am I a member of any group having conflicting interests in PARWA affairs? If no then how will I ensure to remain unaffected by group politics in PARWA?
No. I am not a member of any group. I believe in team work. Teams are needed to achive aims and objectives of any organization like PARWA. Groups work to serve only vested personal interests. PARWA should work as a team and not as a combination of various groups engaged in serving personal interests.

I have declared my intent. Now, my dear residents, it is your turn.

A disturbing event

Today I went to PARWA office for getting a copy of the updated list of elegible voters but it was not available. I requested Secretary to provide me a copy of the list.

While I was there some residents started arriving. I got an impression that they have assembled there for some specific purpose. On inquiry I found that they have assembled there to thwart the election process and to select the next PARWA Team from amongst themselves.

This is a disturbing trend. A group of few residents enter in to an unholy alliance to capture PARWA EC and serve their personal vested interests with impunity. Majority of residents are totally unaware of this conspiracy. These people are there in EC for ages. They have developed their personal interests in being in EC all the time. There being in EC for long time has also resulted in a ego that without them the association can not function.

Another wrong thing with this meeting is that it has been organized in PARWA office. This is a clear misuse of position by existing office bearers. If they wanted to have such a meeting they could have hold it elsewhere. I will not be surprised if they use PARWA funds for taking refreshments in the meeting.

I once again request these old timers to retire. Rather than working to install themselves yet again in the EC they should work to motivate new people to come in EC and give it a new direction. Their experience will always be available to the new team.

Owner authorized family member can contest election

There is a general perception that only flat owner or holder of POA can contest election to PARWA EC. This perception is not correct. This issue is covered in Bye Law 2(a) which reads as follows:

"2. (a) Ordinary Members:
Membership of the association is open to all apartment owners i.e. allottees, GPA Holder and tenants of Pragati Apartments. An adult representative of family member duly authorized by a flat owner for his convenience in writing can be taken on record as member with all the responsibilities and privilages of the member in dealing with the association."

Once a family member becomes a member on record of association, he or she can also contest election to any post in PARWA EC.

Gate crash at Pragati Apartments

Today morning a truck loaded with household goods crashed in to Gate No. 1 at Pragati Apartments. It is the time when this gate is used by many residents. Fortunately no body was injured. The gate suffered lot of damage. Electric pole was uprooted.

PARWA EC election process vitiated

Sorry friends, I have no information on who have filed nomination on second day. The Chief Election Officer (CEO) has blocked the information saying that election process is secret. I do not know from where he got the authority for declaring election process secret, but he has done it. It is not in PARWA Bye-laws. It is not in the circular issued by PARWA EC. It is not in the circular issued by he himself. As far as I know he has no authority to do so, but I do not want to enter in to any arguments. It is unfortunate that election process has been vitiated.

One thing is not clear. If the election process is secret then has CEO been administered the oath of secrecy by some authority in PARWA? Also has CEO himself administered the oath of secrecy to Dr B S Rao, Dr V P Aggarwal and Shri T D Soni who have agreed to assist CEO in the smooth conduct of elections? PARWA EC and also CEO has not yet defined the areas/activities in which these people will assist him. Also how CEO will ensure that there are no selective leaks to favour some residents? The moment transparency goes, doubts arise.

Election is a gala event in the apartments. It should be used as a change agent. I have plaaned to post daily progress on this blog for information of the residents and also those who are in other places but are interested in knowing what happens in Pragati Apartments. I had fixed up my programme to ensure that I am available in the apartments during 7 PM to 830 PM between 4 to 7 may 2010. I had also planned to post photos of the residents filing their nomination. But CEO had other plans. He wants to conduct elections under a cover of secrecy.

When Indian citizens have been given Right to Information under RTI Act, the CEO nominated for conducting PARWA EC Elections has taken away residents' right to information relating to PARWA EC election process. He has taken a wrong decision. I tried to reason with him but he was not ready to listen.

So friends, you will have to find other means to know what is happening on the election front. I am feeling uneasy that there is something wrong and that the election process is being compromosed to favour some residents.

Preparing list of eligble voters is another area where every thing is not OK. It was to be displayed by 03 May 2010 by PARWA EC but has not been displayed yet. In absence of this information, how CEO will decide that residents who have proposed and seconded a nomination, and the contestents who have accepted the nomination are meeting the eligibility requirements?

Disposal of bio-medical waste in ESI dispensary

A resident has brought a very disturbing news to the notice of PARWA EC. ESI dispensary seem to be collecting bio-medical waste in the open in backyard of the dispensary building and then burning it in the open on weekly/fortnightly basis. If true, this is very dangerous. Residents of Pragati Apartments are being exposed to a serious health hazard.

The manner of collection and disposal (burning in the open) is a serious violation of the law. PARWA EC should immediately discuss it with the head of the dispensary and urge that this illegal practice should be immediately stopped. At the same time, PARWA EC should file an application under RTI Act to know the correct situation about collection, storage and disposal of bio-medical waste by the dispensary. If necessary the issue should be brought to the notice of Delhi Pollution Control Committee.

With a view to control the indiscriminate disposal of hospital waste/bio medical waste, the Ministry of Environment & Forest, Govt. of India has issued a notification on Bio Medical Waste Management under the Environment (Protection) Act. Govt. of NCT of Delhi in its notification dated 6th July, 1999 has authorised Delhi Pollution Control Committee (DPCC) for the purpose of granting authorisation for collection, reception, storage, treatment and disposal of bio medical waste to implement the Bio Medical Waste Management Rules, 1998. Govt. of NCT of Delhi has also constituted advisory committee, appellate authority in exercise of powers conferred under Bio Medical rules.

Link for Bio Medical Waste(Management & Handling) Rules, 1998

In these pictures you see the remains of the waste burnt in last few weeks.

It is like this for last 20 days

What you see in these pictures is dirty stinking water overflowing. It is like this for last about 20 days. I wonder why no action has been taken by PARWA EC and allowed to become a health hazard. Now fungus has developed and thick patches of fungus have been formed in the stagnant dirty water. PARWA EC has two sweepers. Then there is the concerned department of MCD who should have been contacted to attend to this.

It is a disappointing scenerio. Group C has always been neglected by PARWA EC, but the neglect will go this extent was not even in my imagination.

Even grass has been partial towards this park

This park in Group C of Pragati Apartments has few distinctions. One, it has a fountain. Two, attitude of PARWA EC is partial towards this park. Third, a new found distnction - even grass is partial towards it.

Horticulture departmnt undertook development of three parks in the apartments.

Then trees were planted in the parks except this park.

On April 22, I re-visited the parks.

Area's MLA and Nigam Parshad visited the apartments for planting trees in the park. A function was organized by PARWA EC. Number of trees were planted in other two parks but for this park there was no tree.

Now grass has grown. If you visit the parks you will be surprised to see that in other two parks grass has grown but in this park grass has also not grown. Perhaps grass has also taken a hint from PARWA EC to be partial towards this park.
