Should PARWA Office Bearers not be prosecuted for breaking the law?

I have written number of posts on this blog. I have also spoken to PARWA Office Bearers. I have also written number of letters to them, but they continued breaking the law. They even rejected my nomination for the post of President PARWA by breaking the law. PARWA has no authority to charge parking/maintenance fee from residents for parking their cars, charging fee from advertisers and also for charging rent for parks for holding functions. In fact MCD has no such scheme where RWAs can be authorized to charge these fees.

This PARWA EC is the result of an illegal election where Election Officer conspired with outgoing President and Gen Secretary to ensure their re-election. Nomination of Block Representatives is illegal as they are required to be elected not nominated as per PARWA Bye-laws. Similarly nomination of Joint Secretary and filling the vacancy of treasurer are illegal.

President PARWA is so arrogant that he is not ready to listen to the reason. His arrogance has forced me to approach MCD through RTI Act to know the law and whether PARWA is acting within the law or breaking it. I have received the reply from MCD and it is clear that PARWA Office Bearers are guilty of breaking the law. See for yourself. Click on the images.

GO GREEN PARWA !!!

PARWA, as a residents welfare association, should go green. As afirst step, it should start conserving water. Click on the attached image and read how VK residents are using kitchen waste water in parks. The benefits are -
a) saves fresh water,
b) natural recharge of ground water,
c) economical and eco-friendly method.

On an average, a household uses 300-500 litres of water in the kitchen everyday. This kitchen waste water is tapped before it enters the sewage network. The water is then cleaned in two stages and stored in a tank from where it is pumped out to sprinklers.

सवाल उठ रहे हैं, जबाब कौन देगा?

मौसम विभाग ने भविष्यवाणी की थी की सोमवार से दिल्ली में तेज वारिश होगी. सोमवार तो ऐसे ही निकल गया. सुनने में आया कि पड़ोस के पंजाबी बाग में वारिश हुई पर प्रगति अपार्टमेंट्स में मात्र चार-पांच मिनट हल्का पानी बरस कर रह गया. शाम को बहुत अच्छी हवा चल रही थी. पश्चिम विहार की तरफ काले बदल भी दिखाई दे रहे थे, पर वारिश नहीं हुई. इन्तजार करते सो गए. रात में जब आँख खुली तब देखा वारिश हो रही थी, विजली भी चमक रही थी. हलकी-तेज यह वारिश दोपहर तक होती रही. फिर धूप निकल आई. अब तेज धूप निकली हुई है और चिपक वाली गरमी महसूस हो रही है.

सीवर अभी तक साफ़ नहीं किये गए हैं. रास्तों में फिर पानी भर गया था. किसकी जिम्मेदारी है यह? पार्वा कार्यकारिणी इस बारे में उदासीन है. निवासी भी उदासीन हैं, कोई शिकायत नहीं करता. मुझे यह सब बड़ा अजीब लगता है.

ग्रुप 'सी' के छोटे पार्क में खूब घास निकल आई है, पर कुछ छोटे-छोटे हिस्से ऐसे हैं जहाँ घास नहीं निकली है. इस बारे में कुछ किया जाना चाहिए. पार्क कि स्थिति देख कर ऐसा लगता जैसे काफी दिनों से सफाई नहीं हुई है. नगर निगम उद्यान विभाग के कर्मचारी कभी नजर नहीं आते. पार्वा द्वारा नियुक्त माली भी दिखाई नहीं पड़ता. पार्वा कार्यकारिणी द्वारा ग्रुप 'सी' के प्रति सौतेला व्यवहार अभी भी जारी है. इस ग्रुप से दो ब्लाक प्रतिनिधि पार्वा कार्यकारिणी में हैं, पर यह लोग न जाने क्या करते हैं. धवन साहब और पालीवाल साहब को अपनी जिम्मेदारी समझनी चाहिए.

छोटे पार्क में पौधे लगाए गए थे. उनमें से कुछ सूख गए हैं. पौधों की देखभाल बच्चों की तरह करनी पड़ती है. अपार्टमेंट्स के पार्कों की देखभाल पार्वा कार्यकारिणी के किस सदस्य की जिम्मेदारी है? किसी को यह जिम्मेदारी दी भी गई है या नहीं, पता नहीं. गेट नंबर एक के बाहर एक पेड़ सूख गया है.यह किस की जिम्मेदारी थी? पार्वा ने इन पेड़ों और पौधों को लगाने के लिए कितना पैसा खर्च किया? वह पैसा अगर बर्बाद हो गया तब इस के लिए कौन जिम्मेदार है?

सवाल पैदा हो रहे हैं. पार्वा कार्यकारिणी को जबाब देने चाहियें. पार्वा अध्यक्ष और कुछ ब्लाक प्रतिनिधि का चुनाव बाई-लाज के अनुसार नहीं हुआ है. यह एक बहुत बड़ा सवाल है जिसका उत्तर दिया जाना चाहिए.

पार्कों में कोई सुधार नहीं हुआ - पार्वा कार्यकारिणी ध्यान दे

प्रगति अपार्टमेंट्स के तीन पार्कों में सुधार कार्यक्रम प्रारम्भ किया गया था. मिट्टी डाली गई, खाद डाली गई, पौधे लगाए गए, पर पार्कों की स्थिति में कोई विशेष सुधार नहीं हुआ. मेरी पोस्ट पिछली पढने के लिए क्लिक करें. इस पोस्ट में आपको पिछली सभी पोस्ट की लिंक मिलेंगी.

कुछ पौधे सूख गए हैं और अगर कुछ जल्दी ही नहीं किया गया तब कुछ और पौधे भी सूख जायेंगे. गरमी का मौसम है. किसी भी प्रकार की लापरवाही नुकसानदेह साबित होगी.

सरकारी उद्यान विभाग के कर्मचारियों और पार्वा द्वारा नियुक्त माली को इस और विशेष ध्यान देना होगा. यह सब तब विशेष ध्यान देंगे जब पार्वा कार्यकारिणी इस और विशेष ध्यान देगी. घास भी एक सामान नहीं उगी है. कुछ स्थानों पर तो घास बिलकुल नहीं उगी है. इस बात की और मैंने अपनी पिछली एक पोस्ट में पार्वा का ध्यान आकर्षित किया था, पर लगता है कुछ ध्यान दिया नहीं गया.

मेरा सुझाव है कि पार्वा कार्यकारिणी के एक सदस्य को पार्क की व्यवस्था देखने का कार्यभार सौंप देना चाहिए. वह सरकारी उद्यान विभाग से लगातार सम्बन्ध बनाए रखें और उनके कर्मचारियों और पार्वा माली के कार्यों की लगातार निगरानी करें.

पार्कों में जगह-जगह कूड़ा बिखरा हुआ है. लगता है काफी दिनों से सफाई नहीं हुई है.

मैंने आज ग्रुप सी के दोनों पार्कों का निरीक्षण किया तब यह पाया कि स्थिति संतोषजनक नहीं है और तुरंत कार्यवाही की जरूरत है.

पार्वा कार्यकारिणी कृपया इस और ध्यान दे.

Even grass has been partial towards this park

This park in Group C of Pragati Apartments has few distinctions. One, it has a fountain. Two, attitude of PARWA EC is partial towards this park. Third, a new found distnction - even grass is partial towards it.

Horticulture departmnt undertook development of three parks in the apartments.

Then trees were planted in the parks except this park.

On April 22, I re-visited the parks.

Area's MLA and Nigam Parshad visited the apartments for planting trees in the park. A function was organized by PARWA EC. Number of trees were planted in other two parks but for this park there was no tree.

Now grass has grown. If you visit the parks you will be surprised to see that in other two parks grass has grown but in this park grass has also not grown. Perhaps grass has also taken a hint from PARWA EC to be partial towards this park.

PARWA Parks re-visited

Grass in the parks has started growing but the growth is irregular. On some portions grass has grown and on some portions no grass is seen. This needs immediate attention. PARWA EC should discuss this un-even grwoth of grass in the parks with concerned persons in horticulture department.

Tree plantation in Pragati Apartments

Saturday was the day of tree plantation in Pragati Apartments. This was not the first time but this time peoples' representatives were also present - MLA Shri Malaram Gangwal and Municipal Councilor Shri Harish.

I will once again impress upon the residents that each resident is duty bound to protect the parks and trees planted in the parks. They should ensure that no harm is done to parks.

Elders should learn from children

Few days back large scale trimming of trees was done in the park in Group 'C' of Pragati Apartments. A child has been hurt by this intentional harm done to the trees. To express his/her hurt and to register a protest, the child has drawn a painting and pasted it on the feeder piller. Today morning I saw that painting. Child says - "Save trees" and "Please do not cut trees". Elder residents of the apartments should learn from this child. The child has not given his/her name but the hurt is visible. I took a photo and sharing it with you. HAS THE MESSAGE GONE ACROSS !!!

Few months back I pasted a notice on the same feeder piller requesting residents not to throw garbage near thec piller. But no resident took any notice of the notice. They continue throwing garbage near the piller, in the park and wherever they like. It is a free country for them. Who will know their rights more then them as they are all educated people.

Development of parks in Pragati Apartments

Horticulture Department is developing three parks in Paragati Apartments. PARWA is playing an important role in this development project. Mitti and fertilizer has been brought and is being spread in the parks. Some saplings and flower pots have also been brought for planting in the parks. If every thing goes OK then soon the resident of Pragati Apartments will enjoy the green environment within the complex.

Parks in Delhi are a very important part of peoples' lives. We are fortunate that our apartment has 13 parks, three of them being quite spacious. Residents need not go outside the apartments for spending their mornings and evenings. This is especially important for children, ladies and senior citizens.

Once these parks are fully developed, responsibility of the residents will increase. Each resident will have to ensure that parks are properly maintained and nothing is done to harm the trees, plants, flowers, grass and boundary walls of the parks. They will have to be especially vigilant that no body throws any garbage in the parks, and children/young people do not play cricket or football which damages the grass and constitute risk for other persons and surroundings.

PARWA will be closely monitoring the progress of this development project. Suggestions of residents are welcome for coordinating with horticulture personnel.
