Should PARWA Office Bearers not be prosecuted for breaking the law?

I have written number of posts on this blog. I have also spoken to PARWA Office Bearers. I have also written number of letters to them, but they continued breaking the law. They even rejected my nomination for the post of President PARWA by breaking the law. PARWA has no authority to charge parking/maintenance fee from residents for parking their cars, charging fee from advertisers and also for charging rent for parks for holding functions. In fact MCD has no such scheme where RWAs can be authorized to charge these fees.

This PARWA EC is the result of an illegal election where Election Officer conspired with outgoing President and Gen Secretary to ensure their re-election. Nomination of Block Representatives is illegal as they are required to be elected not nominated as per PARWA Bye-laws. Similarly nomination of Joint Secretary and filling the vacancy of treasurer are illegal.

President PARWA is so arrogant that he is not ready to listen to the reason. His arrogance has forced me to approach MCD through RTI Act to know the law and whether PARWA is acting within the law or breaking it. I have received the reply from MCD and it is clear that PARWA Office Bearers are guilty of breaking the law. See for yourself. Click on the images.

Should not these office bearers be prosecuted for breaking the law?

Pragati Divas Celeberation - 4 October

PARWA EC celeberated Pragati Divas on 4 October 2010 near Central Park. I came to know about it today (5 October 2010) when I was going for the morning walk. A message was written on the notice board outside PARWA Office. It was not there when I went for morning walk on 4 October. No other notice board in the apartments carried this message. No circular was sent to residents. I did not hear any announcement also.

I am hurt. PARWA EC had behaved in a irresponsible manner as it has not organized the function in a proper manner. Why all residents were not informed? If you ask them they will give you some silly excuses, but the fact is that many residents missed this function and I am one of them, and PARWA EC is responsible for this.

During last year's function Shri Malik had promised a grand function this year. I reproduce here the relevant portion from my earlier post about this:
"अगले वर्ष हमारा प्रगति अपार्टमेंट्स १८ वर्ष का हो जाएगा. मलिक जी ने यह घोषणा की कि उस अवसर पर एक भव्य समारोह आयोजित किया जाएगा. उन्हनें सब निवासियों से निवेदन किया कि मिल जुल कर सामूहिक रूप से प्रगति अपार्टमेंट्स की प्रगति में भागीदार बनें."

What happened to that promise?

PARWA EC should take action to solve this problem

Today there is a function going on in the Community Hall. They have installed a DG set without acoustic enclosure. It is generating lot of noise. Residents in near by flats in Group C are forced to tolerate this deafening noise, as PARWA EC has not been pro-active to stop this noise and air pollution,which is causing lot of inconvenience to them. This is yet another example of PARWA EC not bothering about the problems being faced by Group C residents.

I am on second floor. I have closed my doors and windows, but still the sound is troubling me. I can imagine the trouple ground and first floor residents must be going through. The smoke comtainng harmful gases is coming into the flats.

Using DG sets without acoustic enclosure is also a violation of Noise Pollution Law. PARWA EC should take up this issue with concerned Govt. departments managing this comminity hall.
